LABORERS’ 483 MEMBER BENEFIT ALERT

The Coronavirus Targeted Allocation Program
Supporting Laid-Off and Furloughed Members

In this difficult time, many Laborers’ Local 483 members are experiencing layoffs, furloughs, and other interruptions in employment. Laborers’ Local 483 has created a program to provide eligible members with basic unemployment insurance guidance and assistance to meet vital needs.

It’s important to note that this program does not have the capacity to serve as a replacement for more comprehensive sources of assistance. If you have an income that sustains your basic needs, including unemployment insurance that meets your basic needs, you will not qualify for this program. Know that connecting our members with resources, whether or not you qualify for this particular program, remains our main focus. Members without access to a basic needs level of income or unemployment insurance, who are seeking assistance with vital needs, can apply for CTAP.

What is the Coronavirus Targeted Allocation Program (CTAP)?

The Coronavirus Targeted Allocation Program (CTAP) is a partnership between Laborers’ Local 483, Local 737, the Oregon and Southern Idaho District Council of Laborers, and Labor’s Community Service Agency established to provide laid-off and furloughed workers with unemployment insurance guidance and additional assistance.

What kind of assistance is available?

First, union members will be provided guidance on how to effectively and successfully obtain their state unemployment and pandemic unemployment insurance. If it becomes apparent that a Local 483 member will either not receive UI benefits or will receive an unsustainable amount of benefits, CTAP can provide eligible workers and their families with assistance to help offset the cost of paying for essential needs. Based on qualification for the program, CTAP may provide a one-time stipend to help fund basic needs, such as groceries, medical expenses, and health insurance.

What is the process to receive unemployment benefit guidance or, if necessary, financial assistance?

Step 1:

If you are struggling with obtaining an income through unemployment insurance due to denial letters, errors, or inability to contact the Oregon Employment Department about your claim, your first step would be to CLICK HERE to sign up for a 1-hour Rapid Response Layoff Information Session that specifically discusses how to successfully apply for and claim unemployment benefits during COVID-19. This session includes a Q & A segment where leaders from Labor’s Community Service Agency and the Oregon AFL-CIO can directly address your questions.

If you have attended one of the Rapid Response Layoff Information Sessions but still have more questions about rent, mortgage assistance, etc. you can find important information on these links.

Step 2:

Ideally, LIUNA 483 wants to support all members in obtaining sustainable UI payments through the Oregon Employment Department.  However, if you have found that you simply do not meet the qualifications to receive the state and pandemic unemployment insurance, or that you did not work enough hours in the last 18 months to receive a sustainable amount of unemployment insurance income, please contact us to discuss a one-time financial stipend through the LIUNA 483 CTAP program.  Qualifying members will be referred by Local 483 to Labor’s Community Service Agency. After referral, representatives from LCSA will connect you with resources specific to your needs.

If you feel that you have been unfairly denied referral to this program, please contact Laborers’ Local 483 Executive Board Member, Ellen Ino, at ellen.m.ino@gmail.com. She will ensure any appeals are heard by the full Laborers’ Local 483 Executive Board.

How can I support the program?

Workers who want to support their laid-off and furloughed brothers and sisters can donate directly to Labor’s Community Service Agency by making a check out to Labor’s Community Service Agency, Inc. and mailing it to the Local 483 office at 1125 SE Madison St., Suite 206, Portland, OR 97214.

Donations are tax-deductible to the fullest extent of the law.
